Dr. Gao Jian is a senior economist. Currently, he is a visiting scholar at the Department of Economics in Harvard. Before his retirement in 2012, Dr. Gao had been the Executive Vice Governor of the China Development Bank (CDB) since July 2003. He started his career at the Ministry of Finance in 1982, where he held a number of important positions between 1989 and 1998. He was Deputy Direct General of the Department of Laws and Regulations in 1989and Deputy Direct General of the Department of State Debt Administration in 1990. He was the Direct General of the Department of State Debt Administration in 1994 and the Direct General of the Department of Laws and Regulations in 1998. Dr. Gao is the founder of China`s government securities market, and for which he has the reputation of the godfather of China`s debt capital market to reflect his pioneering works and innovative ideas that contribute to the development China’s debt securities market. He was awarded “Special Contributor” by State Council of the People’s Republic of China in 1999 for his innovative work in developing the debt capital market in the country. Dr. Gao moved to CDB in late 1998, taking a number of important positions. He was Chief economists and Direct General of the Treasury Department of CDB in October 1998, and was Assistant Governor of CDB in April 2001. He was Vice Governor of CDB at vice-ministerial level in July 2003 and was named as Vice Governor, Executive member of Board of CDB Corporation and Chairman of CDB Securities in December 2008. He was the Chairman of Sino-African Fund, Chairman of China Manufacture Fund and Vice Chairman of Mandarin Capital between 2006 and 2013. He was also the Chairman of CDB Securities between 2008 and 2013 and was a Senor Advisor of CDB between 2012 and 2013. Dr. Gao has laid the ground work of CDB’s market based debt financing and led CDB to a position of leader of financial innovation, number two issuer, top underwriter, and leading player in financial market in China. He also contributed to the development of CDB’s investment and intermediate business, as well as to the overall risk management of CDB. Dr. Gao has contributed to China’s international relationships with his insightful vision and down-to-the earth work style. He has personal relationship with a number of top world leaders. He is an IAB member of Turkey AKbank and the IAB Chairman of Mandarin Capital Partnership. He was awarded "Grand`Ufficiale dell`Ordine della
Stella d`Italia" by the Italian President, His Excellency Giorgio Napolitano, on July, 23rd, 2014, for his contribution to the China-Italy relationship. In addition to his government career, Dr. Gao has been active in the academic arena. He has been recognized as a senior economist since early 1990s and is a guest Professor of a number of Chinese universities such as: Central University of Finance and Economics, Fiscal Research Institute, and Southwest University of Finance and Economics. He gave lectures or speeches at Brown University in October, 2014, Yale University in April, 2014, Columbia University, Massachusetts Institute of Technology, and Boston University in 2013, Bologna University in 2012, Hong Kong University and Hong Kong Chinese University in 1999-2001. Dr. Gao has written 11 books of which 9 of them in Chinese are on economic and financial issues. He is the author of the book in English: The Debt Capital Market in China and the co-author of the book in English: Investment and Development in China. Dr. Gao Jian graduated from Graduate School of Political Science and Law in 1982, and graduated with a Doctorate in Finance from the Institute of Financial Sciences of the Ministry of Finance in 1992. He completed post-doctoral studies in the Department of Economics at Harvard University in 1998.
